INSTRUCTIONS FOR CERTIFICATES

GRADUATE ASSISTANT / PHYSICAL DIRECTOR GRADE I

Pre-certificate Verification (CV) :-
1.
The TRB will intimate
all details about the CV to the candidates only through the official website
and press release.
2.
The date of CV, venue
and time for each candidate will be given in the website.
3.
The Chief Educational
Officers should ensure the availability of furniture, water, sanitation and
other facilities in the venue of CV.
4.
The CEOs should
select experienced Headmasters, Teachers and Ministerial staff for CV Boards.
5.
The CEOs should form sufficient
number of CV Boards (as per need and the number of candidates allotted) for CV.
Each sub-board should have one HM, one
Superintendent, one Assistant and one Office Assistant.
6.
A group of Two or
Three Boards will be headed by a CEO/ CEO (SSA)/ DEO/DEEO/IMS/DIET Principal. They will be treated as Chair of the CV Board.
7.
The CEO is the
overall monitoring authority for the CV and should ensure checking of all the details of the CV.
8.
The CV Board members
have to be briefed about the methods and procedures about CV with the help of
Nodal or Zonal officers.
9.
Sufficient number of
computers, printers, computer operators and other necessary materials have to
be provided in the CV venue for data entry (for each Board 1 computer, 1
printer, 1 operator). Also sufficient
number of Data card (USB Modem) have to be procured for online data entry of C.V forms.
10. The
necessary materials and details of CV have to be collected from the TRB well in
advance.
11. The
Director / Joint Director as the nodal officers of the camp shall be overall
in-charge as also for ensuring the veracity of awarding weightage marks for Employment
seniority and Teaching Experience. He/she
shall also dispose any appeals received on the marks then and there in writing.
He/She shall countersign the community and abstract of weightage marks awarded for
each candidate.
Instructions
Given To Candidates By TRB :-
1.
The candidates should
bring the hall ticket of the examination for which they already appeared.
2.
He/She should bring
two bio-data forms, which can be downloaded from TRB website and duly filled in
with his/her own handwriting.
3.
The identification
form should be attested by a gazetted officer.
4.
All relevant original
certificates and two sets of photocopies of the same duly attested by the gazetted
officer should be produced.
5.
The following originals
and two attested photocopies should be produced before the CV Board.
a)
For
PG Assistant
i. SSLC
Book / Mark sheet
ii. Higher
Secondary (+2)/PUC/Diploma (3years) certificate and mark sheets.
iii. UG
degree certificate and complete mark sheets (if
grade is awarded in the mark sheets, the conversion table should be printed on
the reverse side. If not printed, the candidate should obtain a letter from the
Registrar of the issuing University about the conversion method).
iv. PG
Degree certificate and complete mark sheets. (if grade is awarded in the mark sheets, the conversion table should be
printed on the reverse. If not printed,
the candidate should obtain a letter from the Registrar of the issuing University
about the conversion method).
v. B.Ed
certificate along with the mark sheets.
vi. Community
certificate (issued in the name of candidate followed by son of or daughter of
so and so).
vii. Employment
Exchange Registration Card. The renewal
for the current year and Registration should be in Professional and Executive
Employment Exchange only. The NCO code
for PG Assistant should be clearly mentioned in the card.
viii. Teaching
Experience certificate (if any). The
proforma should be as given in the Prospectus of the PG Assistant recruitment. It has to be duly countersigned by the
competent authority (CEO/ DEO/ IMS/ IAIS).
ix. Tamil
medium certificates given by the competent authority (for those who claim
reservation under Tamil medium quota).
x. Certificate
for disability of persons under special category of physically challenged or
visually impaired (Ortho /Blind- 100%)
xi. Conduct
certificate.
b)
Important
Note to Candidates.
i. This
is a Certificate Verification process and is not linked with issue of
appointment which will be done by the respective Department.
ii. Certificates
produced at the time of CV alone shall be considered.
iii. If
any of the above certificates are not produced at the time of CV, he/she shall
be treated as ineligible.
iv. No
certificate/document shall be accepted after CV date.
v. Merely
calling for CV does not guarantee any appointment.
vi. If
the candidate is not present on the day of CV, no other chance shall be given.
vii. The
CCM (certified copy of mark list) for SSLC or +2 is valid for 6 months only.
Otherwise the candidature shall be rejected.
viii. If
the Experience certificate is not countersigned by the Competent Authority it shall
be treated as invalid.
ix. In
the Employment Registration card the registration date and NCO code should be
clearly mentioned.
x. The
decision of the Government Department / TRB shall be final regarding the question
of eligibility of the candidate.
xi. No
TA/DA shall be paid for attending the CV.
Guidelines
for CV and Instructions to Board Members :-
1.
Candidates must be
made to assemble CV Board wise in the order of CV number.
2.
It should be verified
whether all candidates brought their bio-data form (duplicate) and
identification certificate duly filled in and attested.
3.
Instruction should be
given to them to arrange all originals and photocopies as in the order
prescribed in page no. 2 and 3.
4.
It should be verified
whether all photocopies are attested.
5.
All originals and
photocopies should be verified and placed in two folders provided by TRB.
6.
First Folder
– The following documents must be clipped together.
i. Hall
Ticket
ii. Call
letter for CV
iii. Original
certificates (according to the order mentioned in page no. 2 and 3)
7.
Second Folder
– The following documents should be stitched together.
a.
First set of personal
Bio-data form, Identification certificate and attested photocopy of the
certificates should be stitched together.
b.
Second set of
personal Bio-data form, Identification certificate and another set of photocopies
of the certificates should be stitched together.
8.
Once all candidates
have arranged the folders as above, the Board members can start the exercise of
CV as per the instructions.
Instructions
for Nodal Officer and Board Members :-
1.
The details of the
candidates will be printed in the form itself in S.No. 1 to 6 of CV form. The correctness of the details have to be verified
by the Board. If there is any correction, it should be rounded by the red ink
and correct details should be written in the next column provided.
2.
The subject mentioned
should be verified with the UG / PG Degree certificates. The candidate must have studied the same
subject both in UG and PG (or its equivalent subject). Otherwise, the candidature shall be
disqualified.
3.
Name should be
verified on the basis of entry in the SSLC book or mark sheet. If there is any
change in name or in initial, evidence for the same should be produced by the
candidates (Government gazette) and the CV Board has to check the gazette
notification or appropriate evidence thoroughly.
4.
Date of birth should
be verified with the corresponding entry in the SSLC book or mark sheet of the
candidate.
5.
Community should be
verified from the community certificate issued by the competent authority in
the name of candidate followed by son of or daughter of so and so.
6.
If married women
produce community certificates in their name followed by husband’s name, such
candidates are to be treated as General
Turn candidates unless otherwise
proof for the same is produced.
7.
Other state community
certificate will not be accepted and it is invalid. Such candidates shall be
treated as General Turn candidates.
8.
It is important that ST
Community Certificate should have been issued only in the rank of Revenue
Divisional Officers.
9.
Minority Language
candidate must have studied that particular language as one of the subjects at
school level.
10.
The details of Educational
qualification have to be correctly entered in the column provided and the percentage
of marks should be calculated accurately and should be entered in the relevant
column.
11.
The candidate who
claims reservation under Tamil medium should submit certificates for the proof
right from SSLC upto P.G and B.Ed.
12.
Physically-challenged
(Ortho category) candidate has to produce certificate from the competent
authority and the percentage of deformity should be more than 40%. For reservation under Visually Impaired the
candidate has to produce certificate from the competent authority and the
percentage of visual impairment should be 100.
13.
Partially-blind
candidates are not eligible under this category.
14.
The three-year
diploma awarded by the Director of Technical Education is now treated as equivalent
to +2.
15.
B.Ed in special education
shall be treated as regular B.Ed as per G.O.Ms.No.56, Higher Education (K2)
Department, Dated.24.04.2012.
16.
The officer heading
the Board shall be held responsible for the correctness of the information
provided in the CV form.
17.
In all the CV forms,
the eligibility of the candidates have to be clearly mentioned and if a
candidate is not eligible, the reason should be unambiguously stated.
18.
For filling in Employment
Registration details, the original employment card must be taken into account.
The registration date should be taken into account from the date of acquiring
all prescribed qualifications for appointment as Post Graduate Teacher.
19.
The CV Board should
verify the Employment Registration particulars and encircle the same in the
photocopy using red pen. The following details have to be encircled.
1. Registration District Name, 2. Registration Number, 3. NCO Code and 4. Date
of Registration.
20.
The weightage marks
for the Employment Registration and Experience has to be calculated as per the
instructions and table given in page no.8 and 9.
21.
All educational
qualification details have to be entered in column provided in 2nd
page of the CV form and the percentages of marks have to calculated correctly.
22.
For Degree, subjects
under part I, II and III shall be taken into consideration for calculating
percentage of marks.
23.
In the Degree mark
sheet if grade is awarded the conversion table will be printed on the reverse
side of the mark sheet. Otherwise, candidate
has to produce the conversion method obtained from the Registrar of the
University concerned.
24.
The Post Graduate
Degree and marks sheets has to be verified and percentage of marks have to be
calculated.
25.
The candidate should
have studied under any one of the following pattern of education : 10+2+3+2+1 or 10+2+3+1+2 or 10+3+3+2+1 or
10+3+3+1+2. It is made clear that no
other order is eligible.
26.
The candidate must
have studied the same subject in Degree and PG Degree except for Physical
Education Director. Otherwise, the
candidature shall be rejected.
27.
For Physical
Education Director Grade I, any Degree with Post Graduate in Physical Education
may be accepted.
28.
Any doubt regarding calculating
percentage of marks in Degree / P.G /B.Ed etc., shall be clarified with the Nodal
Officer then and there.
29.
Double Degree (Dual
Degree) is not eligible for appointment.
30.
As per G.O.Ms.No.107,
P&AR (M) Department, Dated 18.08.2009, Open University Degrees without the
prescribed qualification are not eligible for appointment.
31.
All the Board members
and Chairs should sign the CV form.
32.
The Nodal Officer
(Director /Joint Director) shall sign the marks abstract and seniority after
verifying the same.
33.
Appeal Provision
: If a candidate make any appeal on
awarding of weightage marks, the Nodal Officer should disposed the appeal then
and there after thorough verification.
Awarding
weightage marks during CV for Employment Seniority and Teaching Experience :-
(a) Employment Seniority :-
i.
The period of wait
after Registration in Employment Exchange, the relevant information has to be
filled in correctly in column provided in CV form page no.2.
ii.
The date of acquiring
the complete prescribed qualifications has to be ascertained.
iii.
The Employment
Registration date taken into account should be after acquiring the prescribed
qualification only. (i.e the crucial date)
iv.
The period of wait will
be the difference between last date of application of PG (ie. 14.06.2013) and
the Registration date.
v.
The weightage marks
have to awarded as per the following table

(b) Teaching Experience :-
i. The
initial date (candidates first appointment date in a recognized Higher
Secondary School) which is taken in to account shall be after acquiring
prescribed educational qualifications for the post of PG Assistant.
ii. If
there is more than one experience certificate the period of break has to be
calculated carefully.
iii. The
Teaching Experience shall be for having taught classes 11 and 12 only. Teaching
Experience for other classes shall not be accepted.
iv. The
candidate has to teach only the subject studied in Degree and PG for Class 11
and 12 (other subject(s) will not be considered).
v. The
Experience may be taken into account upto the last date of application form.(i.e
14.06.2013)
The
marks have to be awarded as per the following table.

Instructions
to the Camp Officers after Completion of C.V. :-
1.
Each Board should be
provided with the computer and a data entry operator along with Data Card (USB
Modem) for online data entry.
2.
After the completion of
the CV of each candidate, the details in the CV forms have to be entered online
using the software provided by the TRB.
3.
Each District will be
given a username and password. Using
this open the software and do complete data entry of each C.V form. After all
columns are correctly entered make a PDF file and take two printouts.
4.
The printouts has to
be signed by all Board Members and the candidate concerned. The Nodal Officer is responsible for the
veracity of the information provided in the printout.
5.
One copy of the
printout should be given to the candidate and one should be returned to the
TRB.
6.
After data entry, two
printouts have to be taken. Both should be signed by the candidates as well as
the Board Chairs. One printout has to be
handed over to the candidate. Other will
be countersigned by Dir/JD/Nodal Officer on the marks allotted.
7.
After completing all
these steps, each Camp Officer shall submit three reports to the Director of
School Education with a copy to TRB.

8.
All reports shall be
submitted by Nodal officer and CEO through the Director of School Education to
Teachers Recruitment Board.
